Avi Small, a spokesperson for the governor, stated the MTA laid out a “comprehensive plan” to enhance subway service, help suburban commuter rail, enhance security, crack down on fare evasion, and fund new initiatives just like the Interborough Specific, a public transit possibility that might join Brooklyn and Queens.
